Hi i no this is a noob question but I was wondering when buying a graphics card if they are all the same when it comes to pic

It is very hard to tell :) ) You talk about 3D or 2D picture quality? Basically if You talk about viewing photos or movies most of the picture quality depends on monitor/tv. Of course different cards can give a bit different picture but i think you just' wont' be able to notice difference...

So there will be difference in picture quality? say gtx 660 and gtx 770 or even cheaper cards? Only performance right

To be true there is picture quality difference in games.. With more performance GPU can process various picture "effects" and game looks better (simple explanation) and still perform at optimal 60FPS let's say at 1080p resolution. When there is not enough power You either lower graphics quality either lower resolution, both leads to worse picture.

SO it does matter :)

Nope, if I get a 650TI and amp up the settings on Crysis 3 to Ultra and so the same with a 770 they will look EXACTLY the same with the notable difference only in performance (FPS)

If You would read carefully You would notice that i wrote more or less the same but in details...And if You believe that 20FPS is OK for gaming i do not agree, i wrote that 60PFS is some optimal quantity that should be reached with higher possible quality..
