is my hyper 212 evo underpowered?

Hi guys,
I just made a new build and my bios says cpu fan error. When i look at fan speed with power saver on its 650 and performance on its 585 on a cooler kaster hyper 212 evo. My comp stays at 27-28 degrees C on idle, but i checked the normal fan speed for a hyper 212 and its 600-a number i don't remember rpm, so does this mean that i need more wattage? Im using xfx 80+ bronze cert. 550w power supply, running intel core i5 4670k msi gtx 760 gaming 8x1 gb of corsair vengance 1600mhz ddr3 ram, 2 hard drives, and asus z87-a mobo.

I think he meant clearing cmos. It might help. Take a look at your motherboard manual to see how to reset cmos. Some motherboards have jumper, some have a button. So just check the manual.

Other than that when your cpu is idle it's normal to see 600rpm. Under load the speed will automatically increase up to 1600-1700rpm depending on the tempereture level. On some motherboards you also can set a specific temperature value for the cpu fan to increase its speed. For example you can set it to hit full speed at 60C (or whatever you like).
Here are the specs for the GTX 760: http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-760/specifications - the graphics card has a max of 170 watts and the recommended PSU is 500 watts or higher. XFX is a good PSU and 550 watts that you have is adequate.

Fans take very little power; about 10 watts. So your PSU is not the issue. Since the heatsink fan is running and the computer is running, it means that the BIOS is recognizing the presence of the fan.

Try re-setting the BIOS.

By resetting bios do you mean turning the comp off and on?
