Gigabyte GTX 770 2GB OC Edition FPS Lag

I installed a GTX 770 and for some reason it's FPS does not live up to the fps in reviews, Battlefield drops below 40 oftenly, Team Fortress 2 drops below 30 oftenly and Skyrim drops below 30 as well, I've made sure I uninstalled my previous drivers and installed the GTX 770, Hired a professional to install it so no errors there, I did have to get a new PSU since my old one kept cutting out. If someone knows how to fix this that would be great.

8GB Ram
1TB Hard Drive

(I honestly don't know much else, I don't build computers I just use them sorry)

That is the perfect example of CPU bottleneck! The X4 can not keep up with the GTX770, I had to overclock mine to 3.6GHz to keep up with a HD7850 @1080P! Further to that at that low a resolution the games are CPU bound and the 770 sits at almost idle.

I guess I need a new CPU then, any recommendations? (Since I know nothing about Over Clocking well I know what it is but have no idea where to start)

It was an edit, in any case there are better solutions available so if you have a budget in mind we can possibly find better combos!

I think I could get a budget around £100-£150 ($164-$246) But I'm not after the worlds best or anything, just something that won't crash and doesn't have compatibility problems.

Apparently it needs a BIOS update for that CPU, and I don't want a chance of bricking it, so is there anything else that won't need any update?

That warning is over a year old and appears on every 970 board! Every motherboard shipped from manufacturer after Vishera release in OCT 2012 shipped with a compatible BIOS. It would basically be bad luck and a slow moving retailer if you got one with older BIOS now!
