Is the cpu dead or motherboard?

Recently built a computer, and it run fine for one month.

Part list:
Sabertooth 990FX R2
AMD FX-8350
Gtx 780 Classfied
Corsair vengeance 1600
Xion 1000w PSU


Yesterday, I decided to do some cable management, and after all is set, I turned on the computer. Everything, including the graphic card's fan and CPU can and every case fan all turned on, but the monitor is not showing anything at all. The Sabertooth 990FX R2's CPU led was flashing red, so I think is the CPU problem. I tested the PSU with a multimeter, and the voltage is all correct, and the 8pin power connector on the motherboard is not short. I then reseated my CPU, and still nothing happened. Also tried remove all RAM, no RAM, reseting the bios.No POST, no beep codem, nothing except for the fans. By this point, I'm pretty sure either the CPU or the Motherboard is dead, but the problem is which? Thanks all i advance!

P.S. My CPU was cooled by a close loop, is it possible that is leaked?

The gpu fan is fine, tried removing it and booting, still no use

Tried starting without graphic card, same problem.... I'm pretty sure it's either the mobo or the cpu
