8 gigs 1333 patriot ram
win 8
will this handle? im mostly worried about my graphics card.

Solution
GTX 650 ti boost is a medium range GPU
it performs between 7850 and 7870

if you suffer low FPS, try lower your setting. everybody do this

on high with that fps? I highly doubt it even if you'd overclock.
If however you're looking for a smooth experience as in 60fps constantly, you'll need to go down to low. Depends on if you're playing the campaign or multiplayer.

Well considering I have a HD 7770 and I can play on high at 25-30 FPS at 1920x1080 so I'm pretty sure that the 650 ti (which is a lot better than the 7770) can also play on high at a very smooth and reasonable FPS.

That's your opinion. 25-35 FPS to me is unacceptable. I like minimums greater than 45. It will really come down to what the OP likes.
