So basically which will have an overall better performance power and heat is not an issue for me.
Will two EVGA 760 4gb ftw cards out perform the asus Rog mars which is two 760s in one card but only has 4gbs 2x2 instead of The EVGA gtx 760 4GBs in sli which is 4x4=8 so the two EVGA ones will have more VRAM I guess but I would like to know what's the overall better option in terms of graphics performance.

PLEASE DO NOT FACTOR IN HEAT OR POWER
I HAVE AN AZZA HURRICAN 2000 FULL TOWER CASE WITH A WATER COOLED CPU, ALONG WITH 8 CASE FANS
AND A CORSAIR RM 1000 WATT POWER SUPPLY

When it comes to 760 SLI vs the 760 Mars, they are very similar in performance. They have similar Frames in games. They use about the same amount of power. And both have good overclocking abilities.

It's really up to you which way you want to go. As Noshi said, you do not add VRAM in SLI. SLI basically bridges the cards so they act as one. They perform the same tasks but with double the power. Whatever card has the lower VRAM amount is what will be used. So if you SLI a 4GB and a 2GB, both cards will only use 2GB of VRAM.

To add to Noshiz, if you aren't using multiple monitors, I suggest you drop the SLI idea and get a single GPU like a 780 GTX. SLI really comes into play with higher resolutions (1080<).

VRAM does not multiply depending on if you have SLI or not, or a dual GPU card. So in the case of EVGA the VRAM you will have will be 4GB and in the case of Asus Rog Mars you will have 2GB.

Here is a related question i found on tom's hardware http://www.tomshardware.co.uk/answers/id-1730047/sli-gtx760-2gb-combine-4gb.html

If you are using only 1 monitor, 4GB is overkill, in 1 monitor setup you don't really need anything more than 2gb, if you are using more monitors, then having more GB in VRAM helps.

If you want to go with the 760 idea, get SLI. You could save $50. Considering you're water cooling, budget isn't a problem.
