new computer fails to boot

I'm new to building a systems and just finished my first attempt but it won't load up. I used my old sata with xp on it and it all looks nice untill the windows loading page then the system restarts itself.....i tried to boot it from dvd to format the drive and upgrade to windows 7 but it does not boot from cd and yes i changed the boot priority in bios. System spec: Amd Fx 4100 3,6 x4. Gigabyte 78lmt usb3. 4gb ram ddr3. 250gb sata hdd.
Help me someone i want to get this machine running.
The cheap power supply only has 4 pin atx and motherboard has 8 pin slot could that be a problem?
 
windows wont load off the old hdd because its xp and xp needs a working hal that recognizes the hardware it running. if it doesnt read the hardware correctly it will load the wrong base drivers and cause a failed boot... most of the time windows will handle it ok with a slight slowdown if you were just changing your gfx but because your trying to run an old install on new hardware it will just crash at the windows logo/log on screen/desktop depending on which driver causes the stop.
you need a fresh disk to boot off. if you have a win 7 upgrade disk you should be able to do a fresh install if you can get the dvd to boot.
the dvd is a recognized boot device so its likely that your install dvd isnt bootable and needs to be run off the desktop (should see a blinking cursor if it fails to boot but the system is ok)... if this is the case you need another windows disk.

Its a dvd and i did rhibk it might not pick up the new hardware but it does not let me boot and the dvd is bootable as it worked for my friend. I will try to format the drive in thw old computer and see if that solves the problem
