So I have decided on G.Skills Ripjaw X DDR3 16GB
I can't decide on 1600mhz, 2133mhz, etc
I do plan on maybe overclocking but very minor.

If someone could help me out that would be great

Thanks

no body said not to prefer 2133 over the 1600.if money isnt the problem go ahead. its just that the differences are neglegible, outside benchmarks. also keep in mind that to be faster you dont only need a higher mhz but a lower cl too.
http://www.tomshardware.com/reviews/memory-scaling-gaming-haswell-richland,3593-15.html this review concludes that DDR3-2133 CAS 9 proves its worth by winning, but with only a 10% gain compared to industry-standard DDR3-1600 cl11. thats why 1600mhz cl9 is the hot spot for everyday use and gaming. anyway gskill 2133 it is after...

You will be okay with 1600mhz, but considering the fact there are already 2400mhz RAMs out there, it will be little outdated comparing to them, but as I already said, you will be okay with 1600.
P.S. If I were you, I'd get 2133mhz.

memory spd speeds are obviusly 1333-1600 and more rarely 1866 thus faster memory speeds and timmings are achieved through intel xmp profile and ovorclocking generaly. the spd speed of G.Skills Ripjaw X DDR3 16GB is 1600mhz as the site states. http://www.gskill.com/en/product/f3-12800cl9q-16gbxl also the spd speed of the 1866mhz model is again 1600hz http://www.gskill.com/en/product/f3-14900cl9q-16gbxl . so faster ram is higher quality overclocked models.! i think that answers the question.

SPD: Serial presence detect is a standard way that information on how the memory is designed to run that is stored the memory itself. This is usually comprised of several JEDEC standard profiles and an XMP profile. The bios is able to pull this information from the memory in order to properly use the memory. This of course can be overridden which is the whole point of overclocking, but this is always the starting point. as this site explaines: http://forum-en.msi.com/faq/article/ddr3-memory-timings-explained
