Ok for starters I don't need the newest and greatest if something older and cheaper will work.

Went with 2x4GB Ram as I like a little redundancy, if 1 stick fails I still have something while I replace the second stick.

What I have currently in parts so no extra costs:

24" 1080p display w/ HDMI and VGA (though I would need to get a new vga cable)

Razer Black Widow Ultimate 2013 Keyboard

Logitech G700 Gaming Mouse

USB Wireless-N Adaper

Games to play at 1080p (single screen) and on "High" or Higher:

Command and Conquer Kane's Wrath, Borderlands 1 & 2 (these can go to Medium if need to though), Simcity 2013 (Can go to Medium as well if need to), Sims 3 (should be able to max out practically), Dungeon Defenders, Diablo 3, World of Warcraft, Minecraft is another big game to be played.

Of course this is a little open to debate as I am sure there will be some give and take. Do not expect to play BF4 on "Ultra" as there is no interest in this game.

This system is also going to double as a fileserver at times. (not all the time, just at random times when it isn't doing much else.)

Budget $700 w/ shipping and/ or taxes, can go a little above depending on what it is, but it's got to be worth it. I do wish to stay as low as possible though as it may still be a hard sell if the money isn't there.
I am not a fan boy of AMD/Intel/Nvidia/Ati, whichever will give me best bang for buck.

I primarily want to concentrate on CPU/ GPU/ PSU (I know a good psu is something too, a low end/ cheapo can ruin your day just as much as a bad gpu or cpu) and ram

I know how to build a desktop, as I have built them before, but never under such a low budget. (I usually always had $1200+ in a budget this is the lowest I have ever had.) So I really don't know where to start. (I always started with an i5 in my other builds.)

i don't have links to pc part picker or anything, but for just those games that you mentioned, you would be fine with an amd fx-6300 processor. As for the gpu, borderlands 2 is the most graphically intensive game there, and for that i would say a gtx 650 would do you fine. The rest is pretty much your choice. Mobo around the $70 range, case for $40, PSU for $50-$70, and your set. I am currently working on a budget build myself, that's how i know the budget parts.
