my sound on Skype is suddenly warbled

Any recent driver updates? You can try uninstalling the audio drivers and reinstalling them. Check the Windows Update history and see if it made any mods to your audio system.

Can be any number of things from 'their end' being slower because someone's new tablet streams youtube videos all the time to your ISP upload limit was reached with alot of neighbors also doing the 'same thing' in the area causing a 'traffic jam'.
Test with different people and see if there is a issue with more then one. If your 'receiving fine' but only 'transmitting broken sound dropping' then it is how your 'pushing out' or uploading the voice outwards. Then test from your computer to say another computer in the house, what happens? You can then test a neighbor / friend nearby and see if there is any difference.
If anything 'over the internet' is slow then A) What is your ISP contract say your upload speed should be (careful of the word MAX, this means there is no MINIMUM, which can be why you just may be keep being the slowest 'upload speed')
If 'over the internet or to another computer in my house' it still has a issue, then it may be the network of devices in your house we need to address or the PC itself maybe having a issue. But lets establish basically which end of the problem we need to look at first.
