Can a motherboard limit an overclock?

Can a motherboard significantly limit overclocking a processor, graphics card, ram, or even (in the future) an ssd? I get crappy performance with my cpu (in comparison to the same mb/cpu others get) and derpy oc performance with my ram. The ram isn't to bad but the processor is quite poor. I feel as if my mb is a "lemon" because of this. I've got a 4670k on a Msi Z87-G41 PC MATE mb. I'm hoping its just one variable that's causing this and I'm actually going to test that out with a friends mb through process of elimination (I'm not stupid and trying this with a 1155 mb or something like that so it's not a "noob error"). I also am getting a %0.25 increase in performance with an oc over stock with my cpu which seems a little finicky. Judging by the fact that unstable oc are always above 4.1 GHz and the temperature stays fine and the ram gets strange performance I think that my motherboard is the problem but I'm not sure and I need help figuring this out.

Yes, but the RAM, GPU, etc. can also limit an overclock. The biggest limiting factor is cooling and voltage (less likely). Intel does not recommend any temperature of >80C at 100% load and will start to slow the clock speed at 85C.
