Non reference, or partner models are almost always superior to the reference GPU cooling solutions. Most of the time you will find something like the twin frozr, windforce 3x etc are quieter and cool much better than a reference solution from AMD/nVidia. While they are not a must for overclocking they are generally superior as you will be able to OC higher with keeping temps down and keeping a quieter rig overall. As far as watercooling goes, I've never gone that direction myself, lots of fiddling, and monitoring making sure there are no leaks etc. Having said that, water cooled systems are generally much cooler and much much quieter than your regular air cooled system. So to answer your question yes, paying a few extra dollars for a decent non reference cooler on your GPU is worth it imo, as long as you dont plan to put a waterblock on the card, at which point you would always save some coin and buy reference to avoid simply wasting money and to make sure your block is compatible with the card as most blocks are made for the reference PCBs.
