Fans spn briefly and computer won't start after installing new GPU and PSU

Hello all! I recently installed a new PSU (http://www.newegg.com/Product/Product.aspx?Item=N82E168...) and a GPU (http://www.newegg.com/Product/Product.aspx?Item=N82E168...). However, when I boot the computer up, the fans on the GPU and CPU only spin for a brief second. The computer doesn't start up. The lights on the GPU are on however. I decided to take the graphics card off and connect the VGA to the onboard video card. When I do this, the computer boots up perfectly fine. What is the problem with this and how can i troubleshoot it? Thanks!
Specs:
Inspiron 660
PSU: CX500M
GPU: GTX650TIB-DC2OC-2GD5
CPU: i3-2130
mobo: Vostro 270

Hi, It might be a graphics card issue. Try testing it in different PC. See if still the same.

Sorry, I am unable to test it in a different PC. Are there any other ways to fix the problem?

What ports using for connecting the monitor (VGA to VGA...)?
Check also in BIOS the primary graphics device (iGPU or Auto or PCIe).

I am using VGA to VGA ports.

Check that your VGA is being powered correctly. This will happen if you don't connect the auxiliary power connectors to the VGA.

On your card specifically, it would be the 6 pin connector on the far right of the card.

yes, the power connectors are on, the LED is flashing on the GPU.

Hi,
By the looks of thinks i think you have a problem with your PSU.
Does your computer beep when you start it?
If it doesn't it is 9/10 times a PSU problem.

Some motherboards don't beep ever. They have POST LEDs that light up depending on the error.

i dont think my computer has a speaker. also, could it be possible that the pci slot is broken or damaged? i recall the gpu working about a week ago, with its fans spinning without a problem.

So you say that everything was working until it stopped? Did I understand you correctly?

If this is the case, your PSU is to blame. Did you have any house electricity power outages, lightning strike or anything similar, or water spill on your PC?

Sound like a PSU problem to me.
I kinda had the same issue.
I can't open the link, do you have enough watt?
Because the GPU can require more watt then your PSU can give and than it doesn't boot.
And are you sure you don't have to connect you GPU to the PSU because sometimes you have to.
