Win7 making my GPU and PSU go crazy and taskbar changing colour?

The first time this happened was a few weeks ago while I was just browsing the web, and it just happened again while I was watching something on my media player.

Basically what happened was that all of a sudden I noticed my GPU fan going crazy, I checked the desktop, and my taskbar had gone a light blue colour, I then checked Afterburner and saw that my GPU usage had gone crazy (spiking at 90-99% usage) and my Temps were spiking too even tho I wasnt doing anything. Also my power supply (I think, could be my GPU) was making the same crazy coil whine noise (high pitched electrical buzzing) it made the last time this happened!

The only thing I could do was restart my PC, and everything went back to normal.


I dont have any Malware and I'm using the latest nvidia drivers (also happened when I was using the previous driver).

I really need to find out whats causing this.

SSD: Samsung EVO 250GB
RAM: 16GB Corsair Vengeance Pro 1866
PSU: XFX Pro Series 850W Black Edition

Just found out that I can replicate the exact same conditions (GPU spiking, Coil whine, Taskbar changing light blue) by doing a Windows Experience Index assessment.

Well, my GPU temps are around 55degrees while this is all going on, but thats to be expected with the kind of load that its currently experiencing. Whats concerning though, is WHY this is happening? Like I said, the task bar changes colour (to light blue), the GPU spikes to 99% and I get coil whine, all while my PC was pretty much just idling. Ive done full AV scans including Malewarebytes and nothing has come up. Next time it happens I will check Task Manager, as you suggested, but in the mean time I thought I would ask to see if anyone knew what this was. Its as if I had started a WEI assessment.
