For some reason r9 290 crossfire is underperforming. Please help!

So pretty much my radeon R9 290 crossfire is under performing and I have no Idea why. At first games were crashing and I had no idea why, it turned out to be that my cpu was bottleneck. Then once i upgraded my cpu my games wouldn't crash. Now it seems like they are just asleep all the time. They run silent. And i'm pretty sure they shouldn't be doing that. Here are my computer specs.

Core i7 4770k@ 3.5ghz
radeon r9 290 crossfire
8gb ddr3 1866 mhz
240gb ssd kingston
3tb seagate 7200 rpm hd
xfx 850 watt psu
Asus hero IV motherboard

Here are the frames im getting in games.
Far Cry 3: 85 frames on average
Battlefield 4: 75 frames on average
Crysis 3: 45 frames on average

I do not know why this is happening

Change the fan settings so it is cooler. MSI afterburner is good for that. It is throttling down due to high temps. The card is known to do that with one but in crossfire it just makes it worse. It will probably get loud but can't help that. The reference cooler on the 290 and 290x is really bad

I just did what you said and opened up battlefield and played for a bit. I am still having the same issues.

The highest temp i had while playing was 60 degrees.
