Low FPS GTX 770?

I have a AMD 8320
8gb RAM
2 GB GTX 770
23.6" 60hz monitor
In GTA 4 i get like 35-45 FPS with Vsync on and off.

1920x1080 60hz
Texture: High
Reflection Resolution: High
Water and Shadow Quality: High
anisotropic x16
View and Detail Distance: 50 out of 100
Definition: On

It's an older game so i would think i would get better FPS...
On black ops 2 i get constant 60 with Vsync.
Why does this happen and how do i fix?

Vsync locks your fps to the refresh rate of your monitor providing your gpu can achieve that many fps in said game so thats why it locks at 60 for BO2. GTA IV is an older game but it is horribly un optimized even an awesome card such as the gtx 770 will sometimes get low fps. I have a 770 lightning and I have the same issues with GTA IV. I play on medium settings with shadows on low, vehicle detail on high, view distance detail on high and view distance set to 35-40.

Thanks! So if i bought Ghosts do you think i would get 60 on high? I only get like 45 on Assassin's Creed 3, is that supposed to be like that?
