Factory Reset Problem

I'm trying to factory reset my windows 7 desktop, but it will not let me. From control panel, it will say that Windows cannot access the Windows Recovery Environment. A regular system restore will not work because my only option is to about twenty minutes ago. How else, besides the disks, can I restore to factory settings?

Is a set of discs available from the manufacturer? There should have been a partition on the HDD put there by the manufacturer. It would contain the needed data to complete the factory restore. If the factory restore partition has been removed from the hard drive the restore will not work. Contact the vendor for a set of discs. If they are available that is...
