1920x1080 native resolution too large for monitor?

I have a Hannstar 25" monitor with an Nvidia GeForce 550 Ti 1GB DDR5 video card using Windows 7 ultimate.

It says my native resolution is 1920x1080 and worked fine on VGA but once I hooked up HDMI I can't use the monitor to adjust the screen's placement. The resolution is slightly larger by about an inch or maybe a bit less than my monitor for some reason and can't get it to fit properly. Please help or let me know what other info you need.

I have tried adjusting it in the Nvidia control panel to 1920x1080 60Hz, tried 59Hz, any combination possible but it still won't fit.

Go into the Nvidia drivers, go to "adjust desktop size and position" and change the scaling.

or

On the monitor itself, press the menu button and see if you can adjust for overscan / underscan.

one of those should do it if you monitor actually supports 1080p.

If I go change the scaling manually I get a weird resolution thats not a normal resolution even if it fits fine. I would even just like 720p, I tried 1080i but screen just flickers.

The monitor itself has no scan options, I can tell its a piece of trash.
