As long as it is x16, it will be enough bandwidth, it is hard to say how much of a bottle neck it will be exactly, you should see the worst performance when games employ a large amount of physics, or render large areas, not really a definite answer.

Yes, it is probable your CPU is a bottleneck on a 260x, PCI-e would have more to do with how much power your motherboard provides your graphics card, not data flow to/from your CPU, that is more than enough for what an e2200 provides. I would recommend you upgrade to an i3, or an i5 if you have the money.

Not to be rude but that cpu is complete garbage, the pentium 5xxx series is decent but that processor is really slow. Go on eBay and get a used processor for your board.
