Odd possibly PSU-related issue

Hi!

I built a new computer about 6 months ago and since then I've noticed a recurring problem. If the power is abruptly cut from the machine, it sometimes won't start up again until after I mess around with it.

An example: there was a power outage the other day and my computer died. When the power outage ended, I tried starting it again and the computer appeared completely dead. I tried powering the computer on and off via the button on the PSU, which made no difference. I'm reasonably certain the PSU is at least partly alive, because when I put the power cord into it, there's that little sparkly sound that indicate current. I waited a few minutes and tried again, still nothing. I opened the computer case and pulled out and then put all the cables back into the PSU. When I reconnected everything and tried starting the computer it booted up like nothing was ever amiss.

This has happened before, usually under similar circumstances. I've made some minor testing of the PSU in question in another computer and while I haven't tested it under the EXACT same circumstances, it does seem to work just fine.

Does anyone recognize this and know what's going on?
