Is it at all possible to set your CPU to be a permanent speed?

I really want to set my CPU to always be running at least 1.6 GHz or maybe more, I know this is unhealthy and bad for it, but I have just been wondering if it was possible.

If it matters, I have a i5 2500k @3.3GHz

You can certainly lock your CPU to certain speeds. The 1.6 GHz speed on any Nehalem and later Intel CPU is the idle speed and it will automatically clock up to higher speeds when needed. You can set the power profiles in Windows to "Max Performance" or something similar and it will run the CPU at the full rated speed all of the time. Note that you can't set the CPU to run at full Turbo Boost speeds all of the time, though.
I thought desktop Intel chips were 1.6GHz+ always anyway...

Go into the advanced settings of the power plan in windows, and set 'minimum CPU speed' or similar to whatever percentage value of stock clock that is - about 50%.

Or you can disable SpeedStep in BIOS, which prevents it dropping below stock.

This isn't bad for your chip, but it will increase power consumption.

I have already done both of those things, but when I use CPU-Z it still drops to 700 GHz when I am not doing anything and when I am it varies between 700 and 3300 GHz-ish
