How to formate external that is not recognised

I have a seagte 1tb external hard drive, I recently lent it to a friend, when he returned it the external made my pc very slow and did not pop up in my computer. This got so bad that it eventually freezed my pc. Now the external is not recognised at all, tried device manager options nothing it cant even populate, it doesnt appear under disk management so cant partition ect. iv heard the only option would be to formate the external however I do not know how to go about doing this as the device is not visible/recognised? Any one that can help me? will i then be able to recovery the data afta the formate?
 
Solution
If you have a windows bootable disc, use it and it has an option of managing drives. I dont exactly remember the actual steps but its there under disc options. See if it gets listed there and if yes, than format it. YOU WILL LOOSE YOUR DATA once you format it.

I have tried to connect it to another pc, same thing! on another pc a info bubble appears saying new device found/installing and finally device ready to use but still nothing in my computer or under disk manegement

Good thinking verma1891. But he'll loose his data if he formats the drive.
