Am3+ socket affordable rig

Hi I'm a first time builder and have a extremely low budget.

My plan is to build a rig to hook up to my tv with a hdmi cable.

The resolution is 1080p and fps is 60hz.

I've decided I want an amd CPU but don't know what mix of CPU and gpu. I definitely want a discrete graphics card and not integrated apu.
I can afford to spend up to 200 on the CPU and can get a am3+ socket motherboard with the Radeon hd 3000 graphics built in.
The mother board will have at least 1 pcie slot and maybe a pcie 2.0 slot.
What amd CPU gpu combo do I need to get games to run close to 60 GPS at medium settings.

The ram isn't a big deal to me I can figure that out.

The motherboard I can find, no big deal, I can figure that out.

The CPU and gpu combo to achieve medium settings at 60 Fps is what I don't know about.

I can upgrade later on but I want the least to get those specs on most games. But not necessarily bf4... But it would be nice to be able to run that on low.

at the moment nothing, maybe my monitor, but at 1080p it would be the CPU, as it is capable to run high end cards as well
HD 7770 is a decent card but for high/ultra at 1080p I would buy a r9 270 and OC it :/

fx 6300 or a FX8320 would be a good option, but bear in mind, FX 8320 is a 125 TDP CPU, some mother board does not support them
for graphics I would go HD 7770 minimum, but honestly, I would stretch my budget to a 270, non X
This is the same card as 270x, but smaller deafult clocks, that can be overclocked very easily to 270X level or GTX 760 level
 
The important thing is the GPU.

Don't bother getting a motherboard with integrated graphics; newer boards don't have it, and you're locking yourself to outdated tech.

I'd look at an FX-6300 (~$110), an Asus M5A97 LE R2.0 (~$80). Also, look at getting something like a CM Hyper 212 Evo, so it runs cooler and you can OC a little.

GPU depends on budget.

I have that card as well, it has 1 Ghz clock speed, 1 GB of RAM ( there are 2 GB version as well, but that is unnecessary)
I run games at 1280*1024 in High settings with no problem what so ever, it should run games in medium settings around 40 FPS I guess, but if I were you I would look at benchmarks, as I cannot provide you with 1080p numbers
Regarding cooler:
If you are on a budget then I would not care about an extra cooler, as the stock cooler does the job, and you should not overclock as cheap motherboards will not let you overclock high and CPU overclock does not benefit that much at gaming
where are you from, UK or US?
