Insane Lines and colours appearing on screen.

I am using a HDMI cable to display the picture on my TV. The problem with these weird lines appearing has happened before but they have appeared on the Computer screen (Kind of layered above the desktop.) Now the computer when booted does not display any Image what so ever apart from these coloured lines.

I have removed the GPU and cleaned it before replacing it back into its original slot. I have changed the HDMI cable and well as tries VGA (With VGA nothing comes up. Black screens). With both HDMI cables it just does the same thing. Tried changing the ports on the TV from HDMI1-4 same thing happens.

Is it time for a new graphics card?

-Be sure its not overclocked.
-Try using the internal graphics(if you have it ).
-Or you can test another GPU on your mobo (from a friend for instance).
-If video apears, then you have to replace your GPU.
-The weird lines appearing sounds like GPU memory issues to me. It happens a lot nowadays.
