Well the 7850 is actually a very good card and it is mysteriously cheap sometimes. It really is normally out of your price range for a build like this and a 650ti would be more reasonable but it will be a pretty big downgrade. Pretty much looking at medium settings at best in all games at 1080p. Some older games may run at high but I'm not going to guarantee it.

Yeah a $400 build will not really be better. Sorry. I would consider a $600 build (no monitor or OS) to be a decent step up from the consoles, and a $500 build to be about the same or slightly better and the perk is also getting a computer out of the deal.
What is your absolute top budget currently? I will build you the best computer for that price and we can decide from there.

You could go for a cheaper motherboard and get a better GPU but I do not recommend it because on a low end board, you7 will not be able to overclock if you decide you want to and you sacrifice some things: less usb 3.0 ports. less sata6.0 ports (only matter for an SSD), general lower quality.
