download speed sudden drop

Today when i started the computer and wanted to download something,I saw that the speed was barely reaching 20kbps, but when I open a webpage or anything related to internet I'm getting my regular 200kbps. this speed drop apparently is occurring only for downloads of ANY kind. any help is appreciated.

Where are you based and who is your ISP?
What kind of downloads? torrents?

Your ISP is probably capping torrent traffic assuming the downloads are not just slow.
