Seetings cannot be changed

A couple of days ago my internet suddenly went down. I figured it was temporary but later in the day nothing had changed. I checked other people on my network and they were still connected to the internet fine. So I started looking into it and for some reason windows could not find any networks, all it saw was an unidentified network and it wouldn't let me connect. When I tried to get a list of networks, it wouldn't find any. I was downloading a file at the time the internet disconnected so I figured the file I was downloading may have had a virus in it. I tried a restore point at first but it seemed to do nothing except it logged me into a temporary profile that would save nothing that I do after I shutdown. I then tried a simple thing, I reset my router, and that fixed it, I could connect to the internet again. So I ran two different virus scanners, plus I ran windows defender and they all found nothing. So I don't know what to make of all of this. But here's where my new problem starts. Windows finally out of the blue stopped singing me into a temporary profile and I seem to be back on my administrator profile, how ever I can't change anything. Any setting I try and change reverts back as soon as I get done changing it. simple things like telling icons to stay hidden, or cleaning up my start menu, as soon as I close the box after changing settings they revert right back. And I can't change themes, I'm appears I am still on my current areo theme however it looks like a windows basic theme and when I try to change to another theme it comes up with an error saying "this theme can't be applied to the desktop". My firewall also isn't running, it says a .dll has a validation fail, and when I try to uninstall the firewall it gives the same error, so I can't even uninstall it. Please help, I have no idea how to fix any of this. Thank you.
