Use your laptop's Factory Recovery discs. I you don't have those discs, try running the built-in Factory Recovery procedure.

A USB pen drive can't do factory recovery. If the built-in Factory Recovery doesn't work on your laptop, contact Dell and ask them if they can supply recovery discs.
