Windows 8.1 Pro OEM License / Clarifying Once And For All

Ok, first to say I'm sorry, as this must be the 100th topic regarding this subject, but I can't seem to find clear and definite answer to following question:
Is Windows 8.1 (not 8) Pro OEM license locked to one system, and usable only once in a lifetime?
Or is it (as I'm reading from few sources), transferable to newly built system(s), as long as it is removed from old one(s), and as long as it is the ONLY activation at a time.

I'm about to buy boxed version of Windows 8.1 Pro in local store, and the price is about 130 pounds (not that insignificant strike on my budget). The version is named as follows:
Microsoft Windows 8.1 PRO Engl 64-bit, FQC-06949

...and this is OEM license version as I discovered on web.

Now, reading Microsoft site, and some other sources, I understand that MS changed licenses in 8.1 version, compared to Windows 8. In a way that there is no System Builder OEM license anymore, but only standard OEM and Full Retail (speaking of boxed versions).
But that now OEM license (which this version I'm about to buy is), is not locked to only one system in its lifetime. As I understood, it is now indeed transferable to new system, when and if you decide to build new system for yourself. And that "only" limitation is that it can be activated on only ONE system at a time (after deactivation on old one).


I need any clarification on this, just to be sure. 130 pounds is not something to drop in water just like that.

I've been researching this heavily.

The difference is in how you obtained the Windows license

Installed by the manufacturer, it is indeed locked to that particular PC
Bought and installed by you, you may reinstall again and again, new PC, new motherboard, whatever. Only one PC at a time.

As I said, I plan to buy it in local store, as a boxed full version, to install it as a clean installation on my current system (or any other future system I might build).
Thanks a lot again for clarifying this for me, as, believe me, I spent like dozens of hours researching this subject alone.

One more "side" question is, is Pro version worth spending 40 pounds more, compared to standard version?

Probably not. Pro adds features like BitLocker, ability to join a domain, and hosting a Remote Desktop Connection.

Buy Pro only if you need those specific features.
