Not really. For using intensive editing programs at least an Fx-6300 or an intel i5 is needed which runs around 130-$230.. which is almost all the money towards the computer. If he wants a bottleneck editing pc its gonna go around 500 dollars.. mid ranged is about 800. Tell him to do his research

Would agree he is going to have to save up more money. It just is not going to happen with that kind of budget.
