have cpu spikes when opening programs, PLEASE HELP

hello, basically this is my issue. i am using my computer that ive had for like 6-8 years, mainly because i dont have the money to buy a new one and ive been having some issues. now, i dont know if its recently started happening, or if it has always been like this because i had a pretty bad memory.

that is the computer i have. the only things ive changed on this computer is ive upgraded to win7 and ive added a nVidia GeForce 8400 GS graphics card (as a temp graphics card as it was cheap and i really needed something)
my problem is, when i open a program, my cpu jumps up really high (80-100%) until the program finishes loading and opening fully .. i was curious as to if maybe thats normal for a dual core 2.6ghz? but i dont know anything about computers so i figured id ask you experts.
also, my cpu just seems really weak .. and i was curious as to if maybe it was a hardware issue? like old parts and theres not much i can do, because its just all outdated and i need to buy a new computer. but im just trying to hopefully find something to fix whats going on now, until i can just build my own new computer.

Your CPU is VERY weak, and it will probably take all of its power to open up one program. This is normal across all CPUs, but you're not supposed to notice it. You can't upgrade that computer because of the fact that it's on an outdated socket and you're using DDR2 RAM (which is about 5-10 years old now). Do you have a budget for another computer because I can help you with that.

ah i figured i was pretty much fucked. thanks for the answer. and no, i dont really have a budget right now as i have no money. but when i do get the money ill probably post on here asking for help as to what to build! thanks though :)
