I've cut the file from the recycle bin to the disktop but I cann't find it !

Cut? You have to "restore" the file, not cut it. If you cut it and didn't paste it right away, you may have deleted it by this time.

I've cut the file , then I tried to paste it in the desktop , but it didn't appear .. then I went to the recycle bin and made ((undo delete)) but this message appeared

Hmm... that's really strange. I can only think that you might have accidentally hit delete instead of cut, and didn't pay close enough attention to the warning message.

I just tried the same thing on my Win7 system. Cutting the file from the recycle bin (instead of restoring it) and pasting it to the desktop works every time.
Try running CCleaner and do the Clean and Registry portions both. Maybe your system is corrupted or full of registry errors.
