Cut? You have to "restore" the file, not cut it. If you cut it and didn't paste it right away, you may have deleted it by this time.

I've cut the file , then I tried to paste it in the desktop , but it didn't appear .. then I went to the recycle bin and made ((undo delete)) but this message appeared

I got you ,, I repeated the same process with another word file and it also disappeared

I just tried the same thing on my Win7 system. Cutting the file from the recycle bin (instead of restoring it) and pasting it to the desktop works every time.
Try running CCleaner and do the Clean and Registry portions both. Maybe your system is corrupted or full of registry errors. http://www.piriform.com/ccleaner
