PowerColor HD 5450 1GB Installation problem

Last week I bought "HP Compaq 2GB 80GB HDD Capacity Desktop PC Windows 7 Home Premium DC7900" from NewEgg.
I also bought "PowerColor Go! Green AX5450 1GBK3-SH Radeon HD 5450 (Cedar) 1GB 64-Bit DDR3 PCI Express 2.1 x16 HDCP Ready Low Profile Ready Video Card" along with it.

PC worked fine after receiving using on board vga. I also added a 1 TB HD and the install went fine.

Now I am trying to install the above video card and have connected using the DVI cable. Now the PC boots up in the lowest resolution (I think 800x600) and after couple of minutes monitor displays "No signal" and goes to sleep.

I tried to run the supplied CD to update the driver but in the middle of installation again the monitor shows "No signal" and goes to sleep.

I downloaded the latest driver on other PC and ran it on this PC using a thumb drive so driver should be updated but still get the same result.

I also tried the other PCI slot on the PC (it has two) but get the same result.

After removing the video card the on board vga again works fine.

Not sure if I need to update something in BIOS (how do I do it?) or reset the BIOS (again how do I do it?) or need to try something else. Or simply the video card is defective and I need to return / exchange it?
