Have I done something wrong? FX-6300 Overclocking

Hey guys, I a new cooler in my new gaming pc, the cooler is a Corsair H55 (Hydro series water cooler). It is a very good cooler! Now just to get it out of the way my specs are the following:

FX-6300 6-Core CPU (W/ H55 Hydro)
Gigabyte 78LMT S2P Motherboard
8GB of ram DDR3
Radeon 7850 2GB His Cooler Edition
500W Rosewill Cooler PSU
Some Optical Drive

So, I thought I could over clock it, I used this program called "Easytune 6" that came with my motherboard but It felt pretty sketchy and not safe. So today I went into the bios and set it to 4090mhz, disable the boost. Set the CPU frequency to 211 and the rest was at auto ( My core voltage is at .960V) . The temps are fine and all (Min. 11C - Max 22C) but when I go into my Computer properties it says my FX is running at 3.80 GHz instead of the 4.0GHz I had anticipated for, now when I go to CPU-Z to see the stats of my computer it will shift from 1400 mhz to 4000 mhz.
