Computer not running like it should any suggestions

I have an i7 4770k 3.5ghz cpu
Evga gtx 780 5gb
16gb ddr 3 ram 1886 sniper brand
120gb ssd and a 250gb hdd
750 Watt power supply

If you need any more hard ware specs let me know my computer has never ran at the full potential it should be it bogs down randomly and all the parts are brand new and I put the system together myself I'm running Windows 7 64bit as well

Try run benchmark program like the heaven or the valley and compare the score...

also try run stressing program prime95 and the valley (loop mode),
check the gpu & cpu temp while on stressing..

This for diagnose the problem....

your min fps result indicate the problems so we can rules out the games code problem.........

Try stressing using prime95 and valley loop not benchmark for an hour (or half min) .... monitor the temp the voltage... see if it crash or came with error

edit : almost forgot.. did u already tried with newest driver ?
