Unable to access two particular websites (possibly a DNS server problem)

My problem
When I try to access two particular sites (twitch.tv and photobucket.com), I get errors saying, "This website is not available." The issue with photobucket has been going on for a few months; the issue with twitch just started tonight.

I'm living in a school dormitory so I don't have ultimate administrator rights over the network.

What I've tried
I've tried disabling network prediction. (As described by Chrome: "Predict network actions to improve page load performance.")
I've tried resetting my DNS Cache.
I've tried running a scan with Adaware.
I've tried accessing the sites through a proxy (hidemyass).
I've tried using different browsers (Chrome, Mozilla, IE).
I've tried using my Macbook (running on a wireless connection).
I've tried using my iPhone. (I disabled wifi and was using standard service, and still couldn't view twitch or photobucket!)

I would greatly appreciate any advice.
 
Solution
DNS issue you need to test as simply as possible.

Use the nslookup command to resolve the addresses. First do it with the default DNS server and then specify one of the public servers like 8.8.8.8 or 4.2.2.2.

If these resolve correctly then it is not a DNS issue. You could try to access the sites by IP address in the browser...although some sites don't work right if you do that. I guess you could check the host file on your machine to make sure nothing was put in there.

What is strange is you tried a proxy and that did not work. A proxy should not use your DNS server and bypass any form of IP address filters either on your machine or in the network.

I went to my school's IT department today and asked them -- I gave them the info I posted in the original post. They fixed it by resetting the DNS server (or something).
