overclocking 6300 unstable frequencies, what does this mean?

i just did my first over clock i think, i have a amd 6300 and ASUS M5A78L-M LX PLUS, so when its at idle its 4.3 constant with a x19 multiplier then i did a stress test for about 2 minutes with occt and noticed that the frequency was going all over the place to like 4.0 and all the way down to 3.5 which is the stock speed the lowest temp is at 34c and the highest was a 54c so im just wondering is that a unstable, over clock is that bad, should i lower the frequency o up the voltage to try and keep this just what should i do.
 
what CPU cooler do you have?, if that's the stock cooler that is fine. It's within operating temperature.

-Nothing to worry about, if that is concerning then get a CPU cooler. Graphics cards get hotter then that, like the R9 290/X stock cooled which gets to 94 degrees celsius!, though that's different.

i have a hyper 212 evo but thats not what im worried about its that the cpu frequecies are not constant they fluctuate and i was wondering if thats normal and if its not how do i fix it?
