Background static sound I can't get rid off.

Basically I have a static sound that I can't get rid of. I hear it as soon as windows boots. There is no visible audio from the playback tab in sound options. I hear it without the mic plugged in and in both my motherbaord audio out in the back and my case audio out in the front. And last but not least the biggest part of the problem, i hear it when recording for videos.

I'm using the z87-g45 gaming motherboard which is fairly new, and due to the static being very subtle I don't know if it was there a month ago when I bought it or if its a new thing. Another thing to note is i had the exact same problem with my old computer, and the only thing that I reused from it was the power supply, graphics card, and dvd drive.

If you disconnect the earth wire in the wall plug and the buzzing stops, it means your psu is leaking to earth and you need a new one. You must not run any equipment disconnected from the earth on a permanent basis as the earth system is a safegaurd. Also, static would likely build up in your pc and damage it.
See if you can borrow a psu to eliminate the problem.
As for the expense of a psu, its the most common complaint here I am afraid.
It is the most important item in the box, so if in doubt change it.

You are going to have to do the ground work yourself on this. The psu is the obvious place to start. if you disconnect the earth and the buz stops its either the psu or interference coming in from the house ringmain.
I bet you used the old speakers too and didnt think about it. If you do the old roady trick of licking the jack plug and the buzz stops you need new speakers. It is unlikely to be anything inside the case as they are all dc items (A.C. buzzes, D.C. doesnt. )

After reading your comment and looking at the possibility's, I do believe the PSU could be the culprit. I highly doubt its the speakers because I used my headset on both audio ports and heard it and also can hear it on my speakers (although much more noticeable on my headset).

What exactly do you mean by disconnect the earth? If there is any possible fixes that doesn't include buying a whole new PSU that would be ideal as I probably couldn't afford one but if that's the only way, I understand.
