I dont know does GTA IV working on my computer so i ask at here.

My computers information:
MS Windowns 7 64-bit SP1

AMD Athlon Dual Core Processor 5200B, 4,0GB RAM, ATI RADEON HD 4800 Series

depend on ur monitor, i play it on those exact spec but with a mere 4650, tune in a decent quality setting at 720p and still lag free. depends on the patch version too. well not completely lag free since it is a failure of a-bad-porting pc game.

Where i can check at my computers information, do i need to check anything else..? I bought this computer so i dont know really much about this computer. This computer´s name is HP AMD HD. They said to me it you need uprage the game to play whit Windowns 7, is that right?
I doesent need graphics wich look so brilliant but also i doesent want to minecraft graphix x).

You can check from Device manager.
Control Panel > Hardware and sound > Device manager
or
Control Panel > System and Security > System
