PC Takes 3 attempts to boot after installing new Hard Drive

After installing a new regular 500GB hard drive my PC is taking 3 attempts to start up.

- The first attempt is the fastest, as in, it powers off a few seconds after powering on and it doesn't even reach the bios screen.
- The second attempt it takes slightly longer before powering off.
- Then on the third attempt it doesn't power off but I can hear the fans slowing down for a second (which they didn't before)

I am worried for my PC, does this have any negative effects to my computer or to parts of it?

Intel i7 920 @ 2.67GHz
ASUS Rampage GENE II
MSI Radeon 6950 Twin Frozr II (Power Edition/OC)
4GB RAM (I don't know which brand, also I think one of the sticks is broken since I have 3 connected to my MOBO)
700W PSU (don't know which brand)

check in the bios for a setting called "boot failure guard" and if its on turn it off. I dont know if that mobo has it but mine does.

I looked for it but I can't seem to find it :( 

I also found out that disconnecting the new Hard Drive does NOT solve the issue. It still takes 2 failed attempts before it actually boots up. What could this mean? Is it harmful for my PC? Please help!

1st check if the bios is up to date and if it is then you have the same problem as many others. It is caused from to many cold boots(booted from completely off). Now it will go through this cycle even from sleep or hibernation mode. Its not hurting anything, so If you don't mind waiting for it to boot, it should be fine. Really the only solution would be to buy a new board. :)

I haven't checked if the bios is up-to-date yet but I'm fairly sure it is (or if it isn't , I haven't made any changes to it so it should not affect my PC at all)

And you're right! It does do this after being in sleep or hibernation mode as well. I guess if it causes no harm to my other parts then it should be fine :)  Thanks for answering my question.
