The (x) partition is only allocated 31.7 mb of hd space and used 1.9 mb, the system reserved or (c:) drive has 71 mb free from 99.9 mb, and local disk (d:) still has 177 gb free from a 232 GB hard drive. How can I find my missing files that belong in the boot drive, how do I unhide a hidden partition, and do I also need to change the drive letter for the (x:) partition?

If Windows Safe Mode starts okay there is nothing wrong with your boot configuration or boot files. You are barking up the wrong tree. Safe Mode needs the same boot files as Normal Mode, so it isn't that.

A much more likely cause is that you've recently installed a third-party driver (and that includes antivirus, firewall, or CD burning software) which is causing a system conflict. Safe Mode starts okay under those circumstances because Windows doesn't load third-party drivers in that mode, hence the conflict doesn't occur.

Try to remember what you installed just before the problem occurred. That will be the culprit so uninstall it in Safe Mode then restart Windows.
