The two graphics cards seem to only have a clock speed difference. Is the clock speed difference worth the extra $30?

Also the cooler, the TF one has MSI's twin frozer cooler which is awesome and cools better than the other one msi card (the reference cooler one)

If these are the two cards you are talking about, along with a difference in clock speeds there is the difference in cooling. One has a reference cooler while the tf has an aftermarket cooler.

Depends what $30 is really worth to you and the applications you are running. Typically a minor clock difference will not make a difference. I don't know which cards you are looking at though.

1 card is Overclocked out the box in a safe OC parameter. This can sometimes effect gameplay of some games.
I run a Radeon HD 7770 OC Vapor-X (OC out the box). The 7770 (in shops aroudn me) come with a free copy of Farcry 3 meaning it will run amazing on the game. The OC however is different. I can run the game on Ultra with 10FPS and on high with 60FPS where as my brother with the 7770 (non OC) can run it on ULTRA just fine.

To look at it simply - DO you plan to overclock your system? If yes then spend the extra $30, it will save you time as it is already at a safe OC.

I am referring to both of these cards. I will be using this card for gaming, so I would think that cooling is important.

Go with the MSN TF GTX 760 then. It will run everything nice and smooth for you.

Yes get the TF version, uses MSIs TwinFrozr Cooling technology which can cool really well, I think that or the Asus cooler is the best for GTX 760.
