Call Microsoft, and explain you had a hardware failure and needed to replace your board; you're still running only one PC. They will typically allow you to reactivate.
Apparently you bought the OEM version of Win 8 which is the reason why you cannot re-install again.
Assuming Microsoft did not change it's policy since Win 7, OEM versions only allow you to install once. If you need to re-install for whatever reason you need to call Microsoft (tech support I guess) and ask them to release the key so that you can re-install. Retail versions skips that step. As long as you are not attempting to install Windows on several computers using the same product key, you are free to re-install Windows anytime you wish. I buy retail rather than OEM so that I don't have to go through the hassle even though retail costs more.

Yes, that should be the case. But the OP stated he changed hardware (motherboard).
nope, i got no oem windows 8 version.
i had reinstalled it much times on my previous motherboard.
does it affect the clock after some months of inactivation?
If this is a different motherboard, you'll need to call Microsoft, and if they won't activate it for another board, buy a new copy. That's how they roll. Your option would be to install a Linux distribution such as Ubuntu, which is free and may be installed on as many machines as you like. Playing games can be difficult though, as emulators like WINE don't always work.
