Case fan should be on the motherboard not PSU. Also check if you accidentally disconnected anything.

That should work fine if you have a proper molex adapter for that fan. I am not sure what is wrong, some cable could have got disconnected. Do you have any spare PSU to test?

No unfortunately i don't.
And i can't test with one of my friend's PSU because i need 450 watt at least and they only have one with lower power.
If i turn my computer on the lights go on, the fans start spinning and it makes the sound it usually does before it beeps but it doesn't beep.
I don't have any idea why it doesn't work and i am a gamer so i really miss my pc xd. (and my friends are pissed that i can't run a server anymore)
I really hope someone can help me.

Good thing is that the computer turns on. What graphics card do you have? Check if it has everything connected to it.

I found out what the problem was by going to a local computer store.
When i installed the case fan i should have done something to make me anti static and i dindn't know that so i didn't.
The repair is going to take a long time.
Do you have any idea how much it cost to make a computer anti static?
Because it cost a lot of money to go to a close computer store and ask that for some reason. (i know it is really weird but the computer store nearby is runned by a guy how does not know the value of money ;d)
And the closes good computer store is an hour away from me. (i live a long time away from the big cities)
Also i am just 13 years old so i can't drive. XD

I see. The best way to avoid problems with static is to use "Anti-Static Wrist Strap" to ground yourself before doing something inside your computer. You can find some HERE. You should also avoid putting your computer on carpet.
