Newbie looking for Answers about Graphics Cards and Power Supplies

So I am pretty new to computer components and realize I need to know more because I am a graphic designer. Anyways, I bought a refurbished computer a couple of years ago and have upgraded it since. I have a couple of questions that I need help with. I am trying to understand how things work together...Here are my two questions:

1) What kind of power supply should I have in my computer if these are the components:

CPU - Intel Core i7 950 @ 3.07GHz Bloomfield 45nm Technology
RAM - 24GB Triple-Channel DDR3 @ 531MHz (8-8-8-20)
Motherboard - Pegatron Corp 2A86 (CPU 1)
Graphics - ATI Redeon HD 5570 running two monitors X203H
Hard Drive - 977GB RAIDVOL (RAID)

And 2) What would be the cheapest graphics card that I could add to the motherboard that is decent and would work with another 21 inch monitor.

Well I am using a 460watt Power Supply right now.

I guess there really is no budget I would just like it to be as inexpensive as possible. I was given a 21 inch monitor and I do a lot of design work and the extra space will be nice. If I can find something that does not require me to get a larger power supply, that would be awesome.

For this power supply you can probably try HD 6790 or HD 6850 . Above that you would require 500W + power supply
I would not suggest nvidia cards because they are a bit costly than the ATI cards as you have mentioned you would like to get cheapest

You cannot add it as a 2nd GPU, but it would give you better performance than the 1st GPU, you can get 2 the GPU I suggested because 5570 HD is kinda out dated. Regarding PSU I would suggest you to get a 650 W one
