OP: Your CPU is the problem and will drag down BF4 because BF4 requires more CORES as possible and heavy CPU use. Here are the scores (http://i.imgur.com/ZH6GVk6.png) on a R9 290X and a FX-4300 barely gets 30FPS with that monster card. That is because the lack of Cores is choking the performance of the very same R9 290X used with a i7, i5 or FX-8350-OC (from 70FPS down to below 50fps, respectively).
BF3 is the same game as BF4 ( same engine same graphics, same stats )
Uhm WOW are you wrong. Yes BF3 was the 'base model' and they didn't want to radically change things (duh they listen to the customer!) but it isn't like BF4 is just BF3.1 with some color changes and different maps.
BF4 they created a whole new different level of game physics, dynamics, and changes to the 'programming'. Even when put to the wall (http://pcgmedia.com/biggest-change-battlefield-3-4-pick-controller-dice/) alot of 'under the hood' changes was performed so consolers get better game play, which is a big segment of profitable marketspace (remember they are in it to make money not just great games). The graphics are NOT the same, especially how the AI and Physics are all sucking down on the CPU :

The demands of BF4, AC and other titles for 2013 are now focused not on just 'rendering' code (GPU), but also code needing to be 'processed' (CPU), and the more cores with hyperthreading (as compared to just more cores that AMD tosses in but they get in each other way because of bad 'threading' of what data / which data will be processed / used) the better FPS and experience someone has, simple.
