LED light is on but getting no power ( fans wont spin )

hello, i'm building a computer from scratch and i came across a problem when i wanted to test if all my other components was working properly before i brought a graphics card.

When i turned on the power supply, i only noticed that the Green LED light was on, however my 120mm fan and psu fan did not begin to spin. i unplugged the psu and went to see if all the wires were in the correct place and they were, im not sure if its my motherboard or my PSU, but i hope its none of them as i brought them both new from amazon, i hope someone could find a possible solution for me i will really appreciate it.

Case: Coolmaster elite 130
PSU: Corsair RM550
RAM: corsair vengeance 8GB
MotherBoard: ASUS H81I-PLUS
 
I think I'm missing something here... When you turn on the PSU at the back, you are simply supplying stand-by power to the motherboard. The green light on the motherboard lights up to let you know all is well (so far). What happens when you press the power button on the front of the computer? That's when all your fans (and the rest of the system too) should come to life

Still nothing is happening, I also testers with two fans one that came with the case and one which came with the cooling system but still nothing
