Reducing Noise on a Loud PC

I recently bought a Dell XPS 8700 desktop and its a little louder than I would like. My GPU fan (Nvidia GTX 645) is the probably the loudest component followed by the power supply then CPU can. The case fans are pretty quiet. What are some inexpensive solutions for reducing the overall noise level of the PC?

I am looking into purchasing noise dampening foam, are there any negative side effects other than it being hard to remove?

I don't plan on doing any gaming so would the GPU be fine with just the heatsink and disable the fan? If so how would I disable the fan? Or is there a software solution for automatically switching over to integrated graphics (such as Nvidia Optimus which isn't available on Desktops)

if you don't plan on gaming, get a smaller and passive gpu, or set the fan profile for the gpu in precisionx or afterburner so that the fan barely spins, do not disable it though.

I have tried afterburner and even with the fans running at the minimum speed (30%) I still hear some noise. I installed CPUID HWMonitor and my GPU fan is running at 1650 RPM while the other 2 fans in my system are both below 900 RPM

Would it be possible to buy a new case and move all of the dell hardware into a 3rd party case?
