When Windows Starts No Program Runs For 5 Minutes.

When my windows boot everything seems to be working fine when in fact they are not. Task manager doesn't open, control panel freezes and some other programs also. But Spotify, Photoshop and Chrome work just fine. The computer doesn't load any programs that are supposed to load on start up. Instead, it looks like it is in some "wait" mode. After 5 minutes it loads all the programs just fine and it works perfectly. Anyone have an idea what's causing that?


PS. I think the CPU runs at 100% because as soon as windows starts working normally the task manager begins showing the graph of the CPU at 100%.

I am on Win 8.1
Motherboard: MSI 990FX
CPU: AMD FX8350 8core 4GHZ

First, run "msconfig" from the start window and look at "startup programs". YOu'll find a LOT of stuff loading at start up. Uncheck what is not 100% necessary. Most of it isn't, if not all of it. That is a start.
 
So the basics:
go to www.filehippo.com and download / install AVAST! or AVG and have them to a FULL SCAN of your computer.
If you have Microsoft Security Essentials (MSE) that is garbage and you need to uninstall it first
downloaded and run MALWAREBYTES to run a full scan and clean the PC
Download Slim Driver and make sure all drivers are up to date.
Download SPECCY and post the first tab here, this will give us also you IDLE temp
With Task Manager open, click the checkbox at the bottom of TM then click on CPU to sort by CPU, what is it doing alot of?

I already have a subscription with AVAST. I ran a scan last week and I had no malware.
I am using Driver Booster for my drivers and everything seems to be up-to-date.
Here is my speccy screencap:

AVAST is good but it is a AV solution not a real malware solution.
Please download and run Malwarebytes to scan for anything as well.

I used Iobit's solution too, but it isn't that good, and Slim Drivers seems to be much smarter (even for newer Intel elements that needed updating that Intel website didn't show). Please give it a run and make sure nothing is just 'hanging out there'.

Now one concern I have is you have a 100GB SSD, very small if you installed Windows then Office Suite, would collectively take up 40GB of that 100GB alone. How much of your SSD is filled? If your at 70% or more, that would be why it 'slows down' too, as the closer you get to filling the drive, the slower a SSD performs and slower, and slooooooowwwer.

Make sure the 'Swap Drive' and other settings were turned off as per Samsung Magician Wizard, it helps alot to optimize and streamline what should and shouldn't be using the SSD.

Win8.1 is still being 'felt out' and it may have determined in your case, for all the stuff your loading on boot, to delay the start on items so you can do the 'normal things' (check email, read news on webpage, etc.) then having to 'wait' till everything loads FIRST. This is a Windows 'Feature' also, and depending on your answers above, they may be impacted because of the SSD being filled or such as well.
