need help with building private server (4-8 ppl)

as i have been searching after a serverbuild to use for my little group of friends on different low-demand games such as team fortress 2 i've now decided to ask you here for help with a fairly low-end dedicated/non-dedicated server

wee lil note:
as budget is my main concern i dont really care about noise-reduction or powerconsumtion but it would be a nice bonus

If you wanted to drop it into a smaller case you could go with this. Also if you dont need the 3TB of storage but still want the SSD Cache option :)

i got an old dell €350 prebuilt that could do the job, it's just that the in-system ping is too damn high (270-320)
so i guess its an max of €550 all in all

a vps is out of the question as i will most likely keep the server for future lans and such, i also wish to have minimum ping possible

internet is not a problem as i've hosted minecraft (300 ppl) , bf3 (64) and tf2 (24) simultaneously on my last gaming rig (r.i.p.) without any problem

note: even though i have hosted those games i've only got interest in a wee build for holding up a server for my closest friends / lans (max 8 ppl)

How do you mean the in-system ping is 270-320? Is that an internal ping from your PC to the dell? Because if that is your LAN giving those numbers thats worrying!

So we are looking to build a server for 550 Euro. No graphics needed obviously, what about Case, HDD, PSU. Basically what do you already have that can be used in a future build. The more we can save on parts like that the better server we can spec for you.

I wouldn't go much lower than that.
The reason I listed the SSD, is so you can use it for cache.

cpu to memory, it can host games but the games are unplayable
i cant add anything from home unfortunaly, all parts i could have used died along with my last rig

Well, he might needed to host minecraft server for 300 people. again, that will use a ton of memory.
I will edit it for 8 persons.

my 2 main concerns for this was budget and own control, sure, an vps offer good bang for buck but the second point is pretty much dead
